Overview of the West Virginia Health Improvement Institute
Initially, the Health Improvement Institute is focusing on assisting with the execution of the proposed strategies outlined in the Transformation Grants awarded by the Centers for Medicare and Medicaid Services (CMS). One of the principal strategies to be addressed is the migration of primary care in West Virginia to the medical home model of care delivery.
The Institute is initially being staffed by the project team assisting the Bureau of Medicaid Services with the implementation of these grants. Jeffrey Coben, MD, is serving as the overall Project Coordinator for this effort. Roger Chaufournier is serving as the Coordinator for the Institute. A key focus of the Institute is to help position West Virginia as a leader in the adoption of the medical home model.

Meaningful Use Final Rule Released
The Health and Human Services’ (HHS) Office of the National Coordinator for Health Information Technology (ONC) announced the final rule on meaningful use (MU) and standards and certification under the Health Information Technology for Economic and Clinical Health Act’s electronic health record (EHR) incentive program.
Working with WVRHITEC is a key way for providers to help them in their effort to achieve MU according to the final rule, and therefore qualify for funds from the Stimulus Act.

West Virginia Health Improvement Institute Awarded Regional Extension Center Grant for West Virginia!
The West Virginia Health Improvement Institute is among the 32 non-profit organizations awarded federal dollars to support the development of regional extension centers (RECs) that will aid health professionals as they work to implement and use health information technology.

Statewide Health Information Technology Draft Strategic Plan Ready for Comment!
A work group under the Health Improvement Institute has led the development of a draft strategic plan for Health Information Technology for the state of West Virginia. The plan sets forth a bold vision for West Virginia and several aggressive goals.
On June 30, 2009, stakeholders from throughout the State of West Virginia were convened to discuss the plan and the opportunities presented to West Virginia. Feedback was solicited throughout the summer on the plan and it is near its final form.

NCQA Technical Assistance Webex
The West Virginia Primary Care Association sponsored a webcast (via Webex) on Tuesday June 30, 2009.
The guest speaker was Mina L. Harkins, VP of Physician Recognition Programs, NCQA. She provided an overview of the recognition process and what you should expect in terms of technical assistance and support throughout the process of achieving this important recognition.
